U.S. and China: Time for Cooperation, Not Confrontation

As the U.S. and China scour the globe to secure access to the
world&rsquo;s remaining oil reserves, the two countries' increasing
demand for oil will be central to U.S.-China relations in the decades
to come. An $18.5 billion bid made by a Chinese oil company (CNOOC) for
a U.S. oil and gas company, Unocal, is the latest illustration of this
looming competition.

Long before the CNOOC bid, analysts and members of Congress were
warning of China's growing ability to make inroads into areas
considered vital to U.S. national security. However, as we examine in
our July/August newsletter, confrontation and conflict will not resolve
the challenges associated with China's emergence as a global power.
Rather, cooperation - especially on energy issues - will be the key to
managing productive U.S.-China relations during the 21st century.

FCNL believes the U.S. should develop a strategy that emphasizes
cooperation with China, rather than destructive competition over oil:

* A concerted effort in both countries to reduce oil and fuel consumption;
* More efficient and comprehensive use of domestic renewable energy sources;
* Vigorous, collaborative international research into alternative fuels
and energy
